چکیده
نظارت و کنترل یکی از وظایف اصلی مدیریت محسوب می گردد، بطوریکه بدون توجه به این جزء، سایر اجزاء مدیریت شامل برنامه ریزی، سازماندهی و هدایت نیز ناقص بوده و تضمینی برای انجام درست آن وجود ندارد. سازمانی که مورد بازرسی قرار نگیرد روز به روز به ضعف و نابودی می رود و اثر بخشی ان مورد سوالی قرار می گیرد، بالعکس، سازمانی که اصولی بازرسی بر آن اعمال شود آن نارسایی ها وجود داشته باشد وجود بازرسی منظم آن ضعف را برطرف خواهد نمود. همچنین دستگاههای حکومت اگر خود را به پاسخگویی موظف ندانند، اثرات نامطلوبی بر جامعه از خود بر جای خواهد گذاشت و در مسیر عدم مشارکت و خود رایی خواهد افتاد و ارباب رجوع را صرفا موظف به اطاعت می دانند. در نتیجه باعث می شود که مردم از حکومت دلسرد و با آن همکاری و همیاری نداشته باشند. باید پاسخگوی به عنوان یک فرهنگ عمومی در جامعه ظاهر شود و هر شهروند بدون هیج گونه دغدغه ای در جهت اصلاح بتواند از مسولان حکومتی توضیح بخواهد. این پژوهش بر اساس داده های جمع اوری شده در روند زمانی سال ۱۳۸۵ الی شهریور ۱۳۸۶ از نمونه ای متشکل از ۱۴۱ نفر از مدیران و کارشناسان سازمان
بازرسی کلی کشور، و بر اساس آزمون رگرسیون انجام شده است. نتایج تحقیق نشان می دهد که نظارت و بازرسی بر پاسخگویی و مولفه های آن نظیر پاسخگویی سازمانی، پاسخگویی قانونی، پاسخگویی حرفه ای و پاسخگویی سیاسی تأثیر دارد. و اعمال نظارت بر سازمان به نحوقابل ملاحظه ای بر بهبود عملکرد و تحقق اهداف آن یاری می رساند.

چکیده [English]
Control and investigation are considered as major managerial duties, so that, without this element, other functions such as planning, organizing, and directing would be incomplete, and there is no guarantee to effectively accomplish them. On the other hand, if systematic control and supervision are exercised, there won't be any problem to meet organization goals and objectives. But lack of control and accountability will not allow citizen participation in administrative activities, and this results in preventing organizations to have constructive and informative solutions and ideas that probably clients and/or citizens could make available to them. This research project was conducted in Nation's General Investigation organization from a statistical sample of 144 managers and super visor for the last two years. Applying statistical regression analysis, research finding indicate that considering control and investigation elements in organizations such as "organizational accountability", "legal accountability", "professional accountability" and "political accountability" have significantly and effectively affect and improve organization performance and goal achievement.
