چکیده
مقاله حاضر از پژوهشی تحت عنوان طراحی ساختار مطلوب نظارت در نظام اداری جمهوری اسلامی ایران استخراج گردیده است. تحقیق مذکور به راهنمایی جناب آقای دکتر سید مهدی الوانی انجام پذیرفته است. در این تحقیق علاوه بر جست و جوی ویژگی های مطلوب ساختار کلان نظارت در میان سازمان های نظارتی داخل کشور، ساختار کلان نظارت در چند کشور خارجی نیز مورد بررسی قرار گرفته است.
نوشتار حاضر از بخش مطالعات تطبیقی تحقیق مورد نظر استخراج و در قالب ویژگی های مورد مطالعه ارائه می گردد. ضمن طرح یافته های حاصل از مطالعه ی تطبیقی، الگوی پیشنهادی محقق که با هدف بهینه سازی ساختار موجود نظارت در نظام اداری جمهوری اسلامی ایران طراحی شده است به صورت مدل مفهومی در انتهای مقاله ارائه می شود.

In this article, the researcher has tried to identify characteristics of an ideal control system by studying control systems of China, Germany, Singapore, Pakistan, France, Japan and Islamic Republic of Iran, with regard to their types of government and Culture. The researcher has also surveyed characteristics of an ideal control system using Delphi technique. These characteristics from experts view were: Formal structure, low complexity, central Policy making and decentralize execution of control measures, professionalized personnel, system view and coordinates. among different control systems. Based upon findings of comparative study and field survey, the researcher h. designed the macro structure of control systems of Islamic Republic of [ran and verifier it by getting experts confirmations.
