The purpose of this research was to identify factors affecting the improvement of health-oriented human resource management strategies in government organizations. The current research employed a mixed-methods approach. Methodologically, the study was based on the Structural Self-Interaction Matrix analysis with a strategic foresight perspective and, in terms of purpose, was applied in nature. The statistical population consisted of 30 experts, including university professors and human resource managers in public organizations, selected using purposive sampling. Data were collected through library research, structured interviews, and a scoring questionnaire ranging from 0 to 3 according to the SSIM methodology, and analyzed using the MICMAC software. The findings revealed that the integration of training and development programs with well-being-oriented components, institutionalization of a health-oriented approach in the human resource competency system, and promotion of a health-based organizational culture were identified as the most influential factors in enhancing health-oriented human resource management strategies in public organizations. The results indicated that the prioritized factors can serve as a basis for strategic decision-making and optimal resource allocation to improve employee welfare and productivity.
