Successful Implementation of EC requires set of prerequisites. Owning a good transactional website is not useful if customers have not access to internet or there is no formulated Law for dispute resolution in EC system, transportation financial and banking infrastructures. Since e-readiness should not be viewed as a single layer but multilayer. In this paper we try to design needed layers with its indicators for measuring e-rediness comprehensively.
