چکیده

محیط مدیریت دولتی بیش از هر زمان دیگری پیچیده، پویا و متحول شده است. دگرگونی ها یکی پس از دیگری مرز سازمان ها را در می نوردد و مدیران را با چالش های جدیدی رو به رو می سازد. بقا و بالندگی در چنین محیطی تنها با تغییر و سازگاری با پویایی ها امکان پذیر است. دولت الکترونیک به عنوان رویکرد جدید خدمت رسانی در حقیقت پاسخی به چالش های محیطی و سازگاری با دنیای جدید کسب و کار است که مورد توجه مدیریت دولتی در عصر اطلاعات و ارتباطات قرار گرفته است. با عنایت به اهمیت موضوع در این مقاله تلاش شده است ابتدا مفهوم و ساختار دولت الکترونیک مورد بررسی قرار گیرد و سپس الگویی جهت انتقال به دولت الکترونیک معرفی گردد. این الگو به گونه ای طراحی شده است که زوایای مختلف موضوع دیده شود و چشم انداز روشنی از فرایند گذار ارائه گردد.

Public administration environment has become more than any time complex, dynamic and revolutionized. The changes trespass the organizations boundaries consecutively and make managers face with new challenges. Survival and excellence in such an environment is attainable solely with change and adoption with dynamicity. Actually e-government as a new serving approach is a response to environmental challenges and adoption with new business world which has turned the attention of public administration in ICT age. Considering the importance of topic this article tries to investigate the meaning of e government and then present a pattern to transmit to e government. This pattern has designed in a way to consider different aspects of the issue and introduce a clear perspective of the transmission process.
