The concept of motivation of employees and attention to factors which creates incentives is one of the most important issues in labor productivity. The motivation of government employees has long been fascinating. The present study aimed to explain a model of organizational and non-organizational factors related to public service motivation. the present study is applied in terms of practical purpose and in terms of descriptive - correlation. The sample size includes 324 employees of the municipalities of Khorasan Razavi province selected by multistage cluster sampling. The tools used in this study are the Combined General Service Motivation Questionnaire, the Combined Questionnaire of Organizational Factors and the Non-Organizational Factors Questionnaire, which reliability was obtained through Cronbach's alpha of 0.822, 0.815 and 0.795, respectively. In order to make sure that the indices are proportional to the components (validity check), expert examination and exploratory factor analysis were used. Data analysis was performed using structural equation modeling using SPSS and Amos softwares. The results showed that there is a significant relationship between the indicators and the motivation of public service staff. Finally, based on the findings of the research, some suggestions have been made.

Among the issues that threaten organizations today are the issue of organizational silence, career plateau and its impact on the organization and human resources. Researchers consider organizational silence to refrain from expressing ideas, Comments and information about organizational problems. But career plateau is defined as a stage in which employees, without regard to the current job and a very long timeframe, have little chance for improvement. Discussion of the career plateau and organizational silence in management of today have a special place, but in many cases the role of these factors in the organization is ignored. The present research is applied in terms of purpose and in terms of descriptive-correlation method. The population consists of 127 staff of Kermanshah water organization. A questionnaire was used to collect data. PLS2 software was used to analyze the data. Finally, the findings indicate that staff have career plateau and organizational silence. Also it was found that career plateau caused organizational silence. Also results showed that career plateau caused organizational silence by Mediation role of motivation.

The aim of this study was designing and testing model of the effect of knowledge motivation characteristic on motivational processes with mediating role of psychological empowerment, promotion regulatory focus and learning goal orientation employees of Khuzestan Steel Co. The statistical population included employees of Khuzestan Steel Company. A sample of 350 persons was selected through stratified random sampling. Job characteristics (Morgeson & Homphery), learning goal orientation (VandeWalle), Psychological Empowerment (Spreitzer), Promotion Regulatory Focus (Wallace), Goal Generation (Bindel) and Goal Striving (Bindel et al) questionnaires were used. The path analysis method was used through AMOS-23 and SPSS-23 software packages for data analysis. also Preacher and Hayes Bootstrap procedure was used for testing indirect hypotheses in the proposed model. The findings of the study indicated that the proposed model fit the data relatively proper. Better fit and more significant results were obtained by correlating the errors of the two paths proposed AMOS modification indices. The results of the study confirmed direct hypothesis. In the case of indirect relationships, the results showed that all of the indirect hypotheses were confirmed. In addition the result showed that motivational states (psychological empowerment, promotion regulatory focus and learning goal orientation) have an indirect effect on the relationship between knowledge motivation characteristic and motivational processes (goal generation and goal striving). Also, the results showed that knowledge motivation characteristic had the positive effect on Motivational processes and ultimately organizational outputs.

In the past decades, the tendency to use competency-based systems has increased. Correct introduction of the competency framework can help organizations improve the performance of HR systems. This research is designed as a model for designing the competencies of senior tax experts in the tax administration of Iran.This research is based on an interpretative paradigm, uses a basic strategy, is considered as an exploratory research goal and in terms of the results, is a developmental research, and from the data viewpoint, is a qualitative research. Archival studies, Interviews and questionnaires are used for gathering the required information. Content analysis and qualitative methods of content analysis were used to extract information from the interview data.The statistical population of the research consisted of managers of the department of the organization, thematic experts, experts and operational managers of the provinces. Purposive sampling was performed and using the snowball method, 10 people were selected from the statistical population. In designing the model, the process of preliminary planning, conducting interviews and compiling an initial list of competencies, comparing the list with the existing lists and competency models, providing a definition of competency concepts and compiling a compilation list, evaluating and refining the list of competencies by the expert group and, finally, designing the competency model was performed. Finally three areas of functional, behavioural, and contextual competencies with 50 competency concepts in eleven categories were identified and a model of these competencies was presented

The purpose of this study was to identify the antecedents and consequences of work-life balance using a meta- analysis approach. The present study is descriptive in terms of purpose, practical in terms of usage and quantitative in terms of type of data. The study population consists of articles and thesis in internal and external database in the field of work- life balance from 2013 to 2018, that 25 cases were entered through meta-analysis process with a non- random purposive sampling method. Selected studies were analyzed using CMA2 software (Comprehensive Meta-Analysis Software). Findings showed that among the antecedents of work-life balance, respectively, personal skills (0.564), high workload (-0.444), job control (0.416), family support (0.345), job flexibility (0.335), supervisor support (0.333), work-family conflict (-0.325), and work-family enrichment (0.323) had the greatest effect. Also among the consequences of work-life balance were organizational commitment (0.590), employee mental security (0.504), life satisfaction (0.471), employee wellbeing (0.465), employee health (0.406) had the greatest effect

Attention to its undeniable role in advancing human and organizational goals of modern societies is obvious, as in all societies, there is a special emphasis on the relationship between man and correctly with good morals and human dignity in all levels. In Iran, in accordance with paragraph 6 of Article 2 of the Constitution, human dignity is part of the belief system, par tenets, such as monotheism, prophet hood and resurrection has been introduced. Also in the first paragraph of the general policies of the country's administrative system institutionalization of organizational culture based on Islamic values and human dignity and respect for the human and social capital has been mentioned. The aim of this study is to provide a comprehensive model of human dignity in Iran public organizations; This research approach, is a combination of research (qualitative and quantitative). So as to design the meta-synthesis of qualitative research methods Sandelowski and Barroso and to test a confirmatory factor analysis method are used. After assessing the validity and reliability of meta-synthesis method and the opinions of specialized experts, explaining the model was possible. In order to test the final design of 218 employees and managers, in one of the state agencies stratified sampling were selected and analysis was performed using LISREL software. As a result, dimensions, elements and indicators were validated in the model of human dignity.
