Effective management in public organizations plays a pivotal role in employee motivation, and achieving organizational goals. However, mushroom management, as an inefficient approach, can have widespread consequences on various organizational aspects, making their investigation essential for improving the managerial system. Accordingly, the objective of this study was to explore the consequences of mushroom management in public organizations of Lorestan Province. The present study, from the perspective of research philosophy, is situated within the interpretive paradigm and adopts an inductive approach. This research is classified as qualitative in nature. The participants of the study included university professors and senior and mid-level managers of governmental organizations in Lorestan Province, selected through theoretical sampling. Accordingly, based on the principle of theoretical saturation, this study achieved its objectives through 14 interviews. The required data were collected using semi-structured interviews, and data analysis was conducted employing Clarke and Braun’s thematic analysis method. Findings from data analysis

This research was carried out by analyzing the theme and interviewing 22 university professors and shipping experts on the southern line of Iran. During the coding process, 436 codes, 130 sub-themes, 18 main themes and 6 core themes were extracted and their characteristics in shipping on the southern line of Iran using MAXQDA2020 software were detected. The results showed that: managerial and behavioral conflicts, structural conflicts, environmental conflicts (extra-organizational) and personal conflicts of employees as causal conditions are among the main causes of intergenerational conflicts in Iran's southern shipping line Company. And the solutions and strategies provided by the experts are effective communication, culture building, incentives and conflict management, which are based on the background conditions, which were: organizational culture and structure, employee challenges, rules and regulations, and the weakness of the evaluation system. The performance of employees must be implemented. Also, among the facilitating factors such as: the creative role of personnel in order to reduce and eliminate negative conflict, outsourcing to private sectors, etc. as facilitating factors in this research can make the implementation of solutions easier and speed up.

This Research adopts a new approach to civil rights and government services, with the aim of providing a model of community-based human capital management in the public sector. This is an applied research that has been done with an exploratory strategy and a qualitative method. In order to collect information, we use references and articles related to the topic and semi-structured interviews with managers and experts in the field of human resources and for data Analysis, thematic analysis method was used. The suggested model has five dimensions: prerequisites, barriers and facilitators, content and consequences. Interpretation of research findings showed that the lack of a basic strategic orientation and incorrect common beliefs between individuals are one of the important barriers to community-based and the most important way to remove these barriers is "supporting managers" and " Identify and reinforce common true beliefs". Redefining shared values through dialogue and participation and “coordination between government organizations" will further facilitate community-based accountability to increase the responsibility of individuals and citizens

Performance management is one of the most recent developments in human resources management. One of the most important aspects of successful implementation of employee performance management is organizational behavior. However, comprehensive analysis of key behavioral dimensions in successful implementation of employee performance management has not been done in literature of this field. In this research, first of all five key dimensions of organizational behavior were identified by studying the literature of research. Then in the qualitative part of the research, by implementation of interviews with 16 experts, data were extracted in conceptual model through a thematic analysis. In quantitive section, by distributing questionnaire among 200 managers and staff, the data were gathered and It analyzed by factor analysis in Amos software. The results of goodness of fit indices, has been confirmed the validity of the model. At the end of study, the current status of the under study organization was analyzed in each dimension of the model by using the SPSS software
