bThe present paper, which can be regarded as a kind of philosophical management study, is based on the hypothesis that philosophy and management can interact and thus enhance their ability and effectiveness. Based on this hypothesis, management can provide new subjects for philosophical reflections, and philosophy can also diversify and deepen the management and organizational studies. The claim of the role of philosophy in the field of management is not limited to managerial and organizational studies, but in this paper, the emphasis is placed on the fact that, in addition to the theoretical sphere, managers who have philosophical insights practically will be wiser, more influential and more successful executives. Ontology, epistemology, and ethics are three branches of the main branches of philosophy. These three branches are defined as independent variables in the present study and their impact on the dependent variable of management has been investigated. In connection with organizational ontology, it has been shown that managers' perception of the kind of existence their organizations have, can affect their perceptions of their organizational mission. The subject of organizational epistemology leads to the conclusion that the branch of epistemology can help managers fill in the existing gaps between knowledge and practice. The most important consequence of organizational ethics is that the managers are the ethics teachers of their organization. The relationship between wisdom and organizational maturity is the last topic discussed in this paper t variables in the present study and their impact on the dependent variable of management has been investigated. Policy Implementation step is one of important phases in public policy - making process. After formulating and legislating policy agenda , public policy should be submitted to respective organization for implementation. Regarding optimal and effective public policy implementation, many issues are involved. This study tries to analyze the impact of management and organizational factors on optimal implementation of cultural - social and economic development program in our higher educational systems. Achieving this research goal we try to identify most important management and organization variables. Different types of data collection methods such as research questionnaire observation and organization archives were used and the intensity of each factor regarding criteria for measuring variables were statistically analyzed. Then, results and findindings were concluded and finally recommendations were presented to organization managers and authorities.

In 1950s, Building the scholar on systems had alarmed human and social sciences' researchers and thinkers through his classification of systems, which was not taken seriously at that time (Building, 1956). In his famous article "General System Theory" he emphasized on the commensurate choice of research tools and subject, pointing out that we can understand phenomena only when appropriate tools for that level are acquired. He believed the research tools have been designed in second and third levels of systems, and humans and organizations which belong to seventh and eights complex levels are investigated by them. Of course, the results of such researches are prone to many errors and deficiencies.

In recent years vast argument has been developed on the subject or selection or an appropriate model for economic development. There arc several conflicting views on this matter, opposing social justice with economic development.
It is claimed that government controlled economy ts concerned basically with social justice, contrary to, free market economy, which is more concerned with economic development.
IL is tried, in this article. based on Henry Mintzber g view. to suggest that government controlled economy and free market economy are not located at the extreme ends of a continuum. They are so close to each other that resemble the two ends or a horseshoe.
Based on this view a proper model for development is not any of these two; but
somewhere in between, regarding the environmental condition, particularly if there arc professional manager Lo handle both the economic aspect as well as social responsibility
Regarding the importance of having professional managers it is tried to explain the concept of profession and the criteria for professional development. Regarding to the model, the proper mixes of government controlled and free market economy model with emphasis on the necessity for professional managers.
With regard to the political and development status of the country and also cultural aspects of mutual confidence, two matrices are presented and it is claimed that these contingencies dictate the proper model.

In recent years, establishment of national total quality management (TQM) models by many countries have become an important catalyst for rethinking quality management principles in their organizations. The national concerted efforts in developing national TQM models, have helped to identify the quality system requirements by introducing a set of standard criteria for understanding quality and a common reference for quality policies and practices. The trend in designing national TQM models and establishing quality awards in national, regional, and local levels represents an important part of the overall quality movement that has swept many countries in the world since mid-1980s. For example, in addition to Japanese and American TQM models, the European Foundation for Quality Management in conjunction with the European commission has launched the European TQM model for self-appraisal in 1992. These initiatives are
playing a key role in the quality revolution in these regions and are effectively raising quality performance standards and expectations throughout the world In light of these developments, the need for developing a framework for a national TQM model for Iran is apparent. This article identifies the principels of TQM and attempts to construct a preliminary TQM framework for Iran.
