Abstract The efforts of governments  and organization  to stay active at internal, regional   and  international  scenes  of  competition   and  making  use  of affective  management  to fulfill the needs of customers, resulted  in  a new school  of thought, i.e., New Public Management  (NPM. NPM itself led to two different  categories  of issues  at micro  level  (including  downsizing, reengineering and continuous improvement) and macro level (good government and governance). Following  these  changes,  the  issue  of  downsizing  the  public  sector through     privatization,     merging     of     different     organizations     and conglomeration of activities, became so popular in Iran. The current research trying to test the following goals: 1.  Goals   of   the   charter   of  Management   and   Planning   Organization including: •  Better accomplishment  of the missions •  Decreasing the parallel duties •  Increasing the capability of employees 2. Goals expected of downsizing and merge of organizations including: •  cost reduction •  decreasing the number of employees For the test of group  I    goals questionnaire  and for the test of group 2 goals documents have been used. By  including   265  employees   (from   the   society  of  675)   and   71 managers  (out of 182), and through  statistical  methods of chi square and pearson correlation coefficient the group  I   goals have been tested. For the second group, the documents have been investigated. The findings  of the research revealed  that the rate of ace nplishment of the first group   of goals from employees  and managers point of view was at average and less  than average  level,  and two other goals  ( cost and employee reduction) have not been achieved (as they were planned).

Abstract This  research    has   been   done   to   know    the   relationship   between employees self-esteem  and  need  for achievement in  public  organizations of Kerman  city,  then  elect  25  public  organizations.  In  this  study  self• esteem and need for achievement has been investigated according four parameters: responsibility, competition, hard working  and goal oriented. To  collect  data,  questionnaire  is  being  used  and  for assessment  self• esteem   has  used'  Eysneck   self-esteem  questionnaire  and  by  researcher having   regulations  questionnaire  for  assessment  need  for achievement. Statistic  community in this  research   including 7228  people  that  cal  300 questionnaires were distribution and collected to tally, and so these questionnaires   were    being    used    in   analysis,   as   criterion.    To    be accomplished statistical  studies  with use of methods  statistical  proper  and by SPSS software.  The obtain  results  showed  that: 1- There  is  a relationship  between  self-esteem  and  need  for achievement. employees public  organizations. 2- There is  relationship between  self-esteem and responsibility, employess public  organization. 3- There   is   not   a  relationship  between   self-esteem   and   competition, employees public organization. 4- There   is   not  a  relationship   between   self-esteem   and  hard  working, employees public  organization. 5- There   is   not  a  relationship   between   self-esteem   and  goal  oriented. employees public organization. 6- Attent, . e  to  the  fact  that.  have  been  average   grades  self-esteem  and need  for achievement employees. to offered that  to adopted  tactics  in field  increase this two variables.

Abstract The  complication and  execution of few years  of economic, social  and cultural development  plans  is one  of the  ways  shorten  the  gap  between developed   and   developing   countries.   This   essay   surveys    the   Forth Development Plan  of Iran, which  was submitted by The Management and Planning  Organization, from  the  viewpoint of strategic  management and its  role  in  achieving  the  target  objectives  in  the  next  20  years.  It  also evaluates  the plan's  success  and  its potentiality in responding to the target objectives   from   the   scientific   viewpoint   that   governs    the   strategic planning. In this essay the Forth Development Plan is compared to the Third one, and  to the  "first  report"  of the great evaluation  of science  and technology approved    by   the   Supreme    Council    of  Cultural    Revolution.   It   also considers  the  plan's   practicality  specially   in  relation   to  the   scientific theories. This essay tries to answer  questions  such as: 1.  Is this plan based on scientific principles of strategic planning? 2. ls this plan a continuation of the previous  one? 3.  Can it  form a foundation for the next 20 years objectives? 4. ls   it   in   harmony   with   the  great   policies   concerning  scientific   and technological  developments? 5. ls it based on reality? 6. Using of Fractal Concepts for Studying of Effectiveness

Abstract The  management scientists  have  been  trying to solve  the  problems of organizations.  There  are  various  aspects  and  methods  for measuring the effectivness of a system.  Specially managers  like to determine the indexes of fact in their organization. In  this   paper   a  new   method   and  a  new  software  is  presented  for calculating  the  fractal  dimension  of numerical  systems   in  management. Fractal  dimension software, which  is prepared in windows  area,  utilize for systems   with  two  parameters  (x,y)  or  three  parameters  (x.y,z).  In  this method  fractal dimension of outputs  is determined.  It is a linear relation between   fractal dimension  and  chaos,  therefore  with  arising  the  fractal dimension, the chaos of system  will  increases.  As result  in this  method  the effectiveness of a system  can be studied.  Finally,  the applied  of method  is con finned with a case study of education  system  of a university.
