Abstract The subject  of this article   is the issue of public  administration  and the necessity of strengthening ethical infrastructures.  Ethics in public service  is defined,  as a set  of principles to guide  conduct  or moral standards    in   public    organizations.   In   recent   decades,   it   has increasingly  become  major concerns  in public   administration   with more concentration in the  1980s  and 1990s. The  specific  rational for putting  ethics on  the  reform  agenda  may vary from  one  country's  context  to another.  /11  this article some  of the reasons that show the concerns [or ethics are outlined. At  the last part  of the article  the authors  try to discuss some  of the key  issues such  as ethics codes.  ethics training,  assessing ethical  infrastructure, and  the effect  of organizational culture and structure on ethics.

Abstract successful competition in the arena of global markets can be attributed to the functioning of governments and the funs' strategic orientations. But the effects the frims strategies, particularly exportstrategies, can have in boosting the exports of the country 's non-oil products hare been under researched. This process of rearrangement has been. considered as being subjective and difficult and may result in improper assignments to parts families, resulting in a negation of benefits promised. Abstract There are many models for strategic planning but no model for (S.J.S.D) classic model has three inputs mission, internal and external factors.
This article is developing a model for (S.J.S.D). An expert group with specialty in industrial development in their state are selected. Mission, internal and external [actors are defined by "Delphi Technique" each factor will be measured monthly by special team and  they report it to the strategy expert group. Based on the new information the new strategy will be defined for state.   
In classic model the external factors are not controllable but in this model all three actors can he developed. This research is, thus, meant or finding out the relationship between the firms export strategies and their performances. It is believed that should some research establish positive relationship between the two, whatever the government  encouragement policies, they, in themselves, encourage the firms to get involved in exports.
Having used quite a few statistical tests to examine several relevant hypotheses on a sample of 400 exporters, who had been in this business by persisting on a particular strategy for five years and achieving 10,000 worth of exports, a strong positive relationship could be established between the firms exports strategies and their performances. This research also indicated that it is tenable to use strategic management models to account fur the falling exports of this country between  1973 (1994) and  1377  (1997).

Abstract Adding value (Profit) depends on the satisfaction of the customers. Satisfaction of the customers depends on the quality received by the employees. This research tries to identify the internal factors which might affect the satisfaction of the customers. These factors are called " The eight internal quality factors".
Measuring these qualities is necessary to determine the activities needed for improving the internal services of the organizatam.
In short the quantity and quality of the services of the Organization  depends on the satisfactory of the employees. Research shows there is direct relationship between the quality of the internal services, and ability to deliver services to the customers (by the employees). Therefore. in order to identify the current situation. It iS necessary to know the views of the employees.
