Designing Mathematical Mode for the Evaluation of Internal and External Environment of Scientific - Applied System of Education (applied in strategic planning process)

Abstract
The present research tries, from a new standpoint and systematic view to the educational process, to design a pattern for the assessment and evaluation of external and internal factors affecting the scenting - applied system of education so that one can, through the use of generated indices in identification phase of strategic planning, sort out and measure inter-structural and intra-structural factors at work. Following the above-mentioned points, one can determine the strengths and weaknesses of the organization, identify resources and opportunities and present a clear image of the quality of educational system. Also, by using production function and level function of the generated instruction, it is possible to define the level of scientific-applied education in an organization or throughout a country as and "delivery", necessitate modifying and revamping the existing framework for the make-or-buy decision. In this Study (article), a conceptual framework is developed that helps decide what service (service activity) a firm should outsource and what it should retain in house. This fuzzy logic model (conceptual framework) is presented in Matrix (PTO Decision Matrix).PTO Decision Matrix has 11 Rows and 11 Columns that contain characteristics of services.
