The descriptive statistical methods and some inferential statistical approaches such as Friedman Text where applied for the purpose of data analysis and hypothesis testing. One of the results recommended that if the N.B.S is concerned to have an integrated vision for strategic decision making, they have to implement the same research design processes at least for a five years period. model - as theoretical bases for the research. Next we applied the elicited factors of the model on our statistical pilot. Finally we ranked the factors based o n t heir importance in customers' point of view.

However, there is a little academic research in this area. This study (article) is aimed at bridging the research gap by identifying and addressing one of the most widely quoted issues pertaining to outsourcing of services. I.e. how does a firm decide what service activity to outsource? One of the most popular frameworks for examining the "make or buy" decision in the past has been the transaction cost analysis(TCA) framework. However, much of this research has focused on the make-or-buy decision of product manufacturing activities, to the neglect of services. Services, due to their inherent characteristics of intangibility, inseparability, heterogeneity, and perishability, and due to the unique nature of their "production" factors on satisfaction of individuals from organizations have been recognized and classified and the general model of satisfaction function and its evaluating method has been compiled. Now, in order to achieve the optimal satisfaction of the personnel of organizations, it is possible to analyze the results and optimal programming of different resources of the organization, according to the mathematical and statistical concepts and methods which has been presented in this study

Abstract The present research tries, from a new standpoint and systematic view to the educational process, to design a pattern for the assessment and evaluation of external and internal factors affecting the scenting - applied system of education so that one can, through the use of generated indices in identification phase of strategic planning, sort out and measure inter-structural and intra-structural factors at work. This fuzzy logic model (conceptual framework) is presented in Matrix (PTO Decision Matrix).PTO Decision Matrix has 11 Rows and 11 Columns that contain characteristics of services. Inputs of model are characteristics of services and output is Propensity to outsource
