Knowledge workers turnover can lead to the loss of knowledge and hence losing competitive advantage. Due to extra importance of knowledge for knowledge-based organizations, the need for taking an approach for assessing knowledge loss risk causing by knowledge workers turnover through voluntary turnover and retirement is necessary. In addition, providing suggestions for preventing knowledge workers voluntary turnover can keep organizational knowledge for a long time. This paper presents a framework for knowledge loss risk analysis, after reviewing different knowledge loss risk assessment models. The proposed framework was confirmed after interviewing with 20 academic and business experts. The proposed framework has been examined within a public knowledge-based organization and on 28 knowledge workers. This research utilizes survey for gathering data and descriptive statistics and risk matrix for analyzing results

Evidences indicate that the Islamic Republic of Iran enjoy a reasonable amount of comparative advantage in their processed foodstuff to export to the neighboring countries, particularly to the U.A.E Despite this fact, the country's processed food exporters have failed to gain advantage of this opportunity. Present paper is aimed at elucidating some outstanding reasons for this problem. Three groups of questionaires were prepared in two languages (Persian and English) to ask the views of the members of a sample of importers, sellers, and consumers of these products of Iran it the U.A..E. Non - parametric statistical methods such as the Mann - Whitney, the Kruskal - Wallis, and Friedman were used to test the hypotheses of this reseach. Quite a few reasons were found to account for the Iranian exporter's meager success in placing the above products in the hands of their Arab consumers, who regarded the quality of these products as high. However, a lack of knowledge of these exporters of the modern exporting concepts or otherwise their lack of willingness to rely on experts in this field to handle the relevant issues for them were found to be the most important impediment to the export of these foodstuff to the U. A E. To offer some suggestions for the promotion of these products of Iran in the U.A.E. AHP model was used to rank consumers, responses to the question "What do they take into account in deciding to purchase as item of processed foodstuff?" The paper is consluded with a summary and some policy suggestions. Suggestions are also provided for further research.

Required data for testing the hypothesis gathered by questionnaire distributed among 119 of staff of 21 government sets. The results show that: there is not meritocracy in high level in fields of selecting, training and keeping the qualified, in Qazvin. Except training the qualified, there is not a meaningful difference in the word of qualification between the staff of Qazvin government sets.
So we can express that, the main role of human resource being in creation of values, true use of limited resource and achieving to a department success, needs a top management in government sets, that it goes to select the staff according to scientific measures, so by setting to complete training program, we could gain to this aim and in order to avoid of direct or indirect costs and also loosing the experienced staffs, we need to know the correct ways in case of reaching to a good qualification rules
