Abstract

The efforts of governments  and organization  to stay active at internal, regional   and  international  scenes  of  competition   and  making  use  of affective  management  to fulfill the needs of customers, resulted  in  a new school  of thought, i.e., New Public Management  (NPM. NPM itself led to two different  categories  of issues  at micro  level  (including  downsizing, reengineering and continuous improvement) and macro level (good government and governance).
Following  these  changes,  the  issue  of  downsizing  the  public  sector
through     privatization,     merging     of     different     organizations     and conglomeration of activities, became so popular in Iran.
The current research trying to test the following goals:
1.  Goals   of   the   charter   of  Management   and   Planning   Organization including:
•  Better accomplishment  of the missions
•  Decreasing the parallel duties
•  Increasing the capability of employees
2. Goals expected of downsizing and merge of organizations including:
•  cost reduction
•  decreasing the number of employees
For the test of group  I    goals questionnaire  and for the test of group 2 goals documents have been used.
By  including   265  employees   (from   the   society  of  675)   and   71
managers  (out of 182), and through  statistical  methods of chi square and pearson correlation coefficient the group  I   goals have been tested. For the second group, the documents have been investigated.
The findings  of the research revealed  that the rate of ace nplishment of the first group   of goals from employees  and managers point of view was at average and less  than average  level,  and two other goals  ( cost and employee reduction) have not been achieved (as they were planned).
