Purpose - To promote knowledge about how the process of change and its performance is implemented, and the complex environment in which public organizations operate. Methodology - The combination of three government offices in Mashhad was selected for a case study. This integration was carried out in an environment increasingly complicated by the progressive development of implementing the process. The main method of collecting data was interviewing managers who participated in organizational change. A total of 19 interviews were conducted. Interviews were coded using Atlas.ti software. Findings- Analyzes show that a high degree of complexity of the environment forces public organizations to adopt a planned approach from top to bottom, while the effectiveness of such an approach is limited to the simultaneous change of a complex environment. In addition, the routine change leadership activities is not sufficient to implement a change in a complicated environment. In order to overcome environmental dependence and maintain current trend in change process, public managers must be involved in leadership activities focusing on external environment. Innovation - The hypotheses can be further tested in future research and provides a basis for future research in the field of change management in public organizations. Focusing on the process and not paying attention just to the feedback of the process and the pre-process schema is the distinction of the present research

This article is the product of a research taken place in line with thegoals of I.R. of Iran, stated in its vision document, in order for thecountry to reach the defined scientific position. As in the visiondocument has been put a lot of emphasis on scientific development ofthe country towards reaching the ultimate goal of acquiring the firstscientific position in the region, there seems to be a necessity forspecial attention to scientific and R & D centers of the country andmore specifically to the researchers and professionals of this section. On the other hand, acquiring the first economic position of the regionis Iran’s other major goal, to be reached by the end of the visionperiod. Faced with the heavy burden of dealing with a large number of items, companies must classify the items in inventory and develop effective inventory control policies for these classes. Inventory classification using ABC analysis is one of the most widely employed techniques in organizations. The purpose of ABC classification is highlights the need for further study on effective factors in knowledge management processes. In the present age of ideas with the specification of uncertainty, knowledge management counts for an effective tool in the application of human capital and accountability to strategic uncertainties. In this direction, effective knowledge management initiatives need a culture that values sharing knowledge among individuals as well as the creation and application of it. On the other hand, much of the literature emphasizes the fundamental role of managers and leaders in shaping an appropriate culture that facilitates knowledge management processes. Hence, in this article, the value perspective (Denison and Quinn) and the behavioral perspective of organizational culture, and transformational, transactional and laissez- faire leadership styles also their role in developing four key knowledge management activities ( creation, storage, transfer and application) will be analyzed. As part of this analysis, a set of hypothesizes will be provided in order to explain the organizational culture fostering each of knowledge management processes also the compatible leadership style for developing and shaping the underlying culture. Finally the article concludes by considering fruitful areas for further research.
