Development is a measure that improves employee’s performance through increasing knowledge or skills and by changing their attitudes. In this regard, this research deals with effective factors on development of human resources talents at National Iranian Gas Company by using qualitative approach and providing mechanisms for their development. For this purpose, depth interview was conducted with 10 managers, deputies, and human resources talents of National Iranian Gas Company and 6 faculty members. To analyze data from the interviews, interpretative analysis was used. The validity of research findings was confirmed by examining members (interviewees). In order to calculate reliability or compatibility of conducted encodings, test-retest reliability method was used. The results of analysis indicated that the prerequisites of the development of human resources talents at National Iranian Gas Company is at two levels including development of structural and organizational factors and the development of occupational factors. Prerequisites of the development of human resources talents mean the organization should focus on what factors to provide infrastructure for the development of human talent. The structural and process factors associated with the prerequisites of human resource development include job career management, supporting senior managers, attention to performance management, organizational climate, learning organization, organizational culture, organizational vision, organizational justice, providing opportunities for growth and prosperity, providing the basis for effective communication and organization dynamics. Occupational factors supporting the development of talents include job flexibility, job independence, coordination of job and employee, job challenge, job security, job dynamics, occupational status and work-life balance. Moreover, the research found that for the development of human resources talents at National Iranian Gas Company, mechanisms should be used such as succession, motivation, teamwork, training, coaching, specialized seminars, self-development, knowledge sharing, practical learning and networking.

If we consider accidents in mines and mining industries, through a system perspective, we will attain a better understanding of the nature and the causes of these accidents. Some of the inputs of our industries are: human resources, technology, and financial resources. Shortages in any one of these resources will have impact upon our working environment and may cause accidents in workplace. Hazardous conditions, unsafe act, old methods & techniques, shortage of skills, know-hows, unsafe equipment and tool, are some of the positive entropies in our mining industries. Managers should eliminate, control and minimize hazardous conditions and they are obliged to provide negative entropies in order to minimize the occupational accident. Employees should have access to a safe place to work, safe tools & equipment, knowledge of overt and covert hazards, competent fellow employees and supervisors, and the means to ensure that the rules and regulations are observed. In order to meet these serious obligations, managers should view the whole issue through a system perspective and use system approach to minimize the unsafe conditions and maximize the occupational safety.

In recent years, establishment of national total quality management (TQM) models by many countries have become an important catalyst for rethinking quality management principles in their organizations. The national concerted efforts in developing national TQM models, have helped to identify the quality system requirements by introducing a set of standard criteria for understanding quality and a common reference for quality policies and practices. The trend in designing national TQM models and establishing quality awards in national, regional, and local levels represents an important part of the overall quality movement that has swept many countries in the world since mid-1980s. For example, in addition to Japanese and American TQM models, the European Foundation for Quality Management in conjunction with the European commission has launched the European TQM model for self-appraisal in 1992. These initiatives are
playing a key role in the quality revolution in these regions and are effectively raising quality performance standards and expectations throughout the world In light of these developments, the need for developing a framework for a national TQM model for Iran is apparent. This article identifies the principels of TQM and attempts to construct a preliminary TQM framework for Iran.

This topic has been studied from different perspective mainly from structural and SUPPLY side, This paper looks at non-oil export from DEMAND side. With this orientation we have used LINDER, s theory as our theoretical base and further have investigated the effect of change in per/capita income on the direction of Iran,s non-oil export. The result of this study indicate that as Iranian per/capita income has decreased , lran,s Non-Oil export direction has shifted from countries with higher per /capita incom (Europe continent) to countries with similar per/capita income category with Iran. This study has been done with the aim of determining the effect of financial and nonfinancial compensation satisfaction on employee engagement considering mediator role of perceived organizational justice. The research statistical population included eight hundred sixty two Isfahan Municipality employees. Three hundred fourtheen persons were selected as the research sample by stratified random sampling. The required data was obtained through questionnaire. In this regard, ُُstandard questionnaire has used to measure organizational justice and emloyee engagement, and self- made questionnaire has used for evaluation compensation system satisfaction. SPSS software was used to describe the research data. Also, testing of structural equations model were performed using PLS software. The hypothesis test results showed that financial and nonfinancial compensation satisfaction have effect on organizational justice. Nonfinancial compensation satisfaction have effect on employee engagement. But the impact financial compensation and organizational justice on employee engagement was not confirmed. Also, the mediating role of perceived organizational justice on effect of nonfinancial compensation on employee engagement was confirmed.

The importance of the job satisfaction in aspects such performance, job commitment and so on is not secret to managers and many researches have been done in this field. Furthermore, one influencing dimension on the job satisfaction is personality that it’s various aspects has been studied. This study examines the relationships between the job satisfaction and three important aspects of personality: locus of control, need to achievement, and need to power. In a compressional-correlation study, 150 personnel of Sina and Iranmehr hospital were participated. Data were collected by job satisfaction Luthans, locus of control Spector, need to achievement, and need to power of Sokolowski questionnaire. Data were analyzed using Pearson correlation, T tests and SPSS 16 software. The result of Pearson correlation showed significant relationships between: locus of control and job satisfaction, need to achievement and locus of control, need to power and locus of control. Also, the result of Anova test confirms these relationships. Furthermore, the result of T test didn’t show the significant difference between two hospitals from the standpoint of study variables scores

Surely, in modem competition era among companies, losing or gaining only one customer is also important. Multiplicity of Companies and competition among them, compel them to attempt to attain only one group of customers, because attaining whole of customers in such competition have been impossible; So companies think they need market segmentation and classification. Of 'course origin of this need return back to the past, am on the base of it simple segmentations have done. In this paper we argue new, advanced and progressive conceptions, overviews and approaches in market segmentation, for better customers recognition, facilitation selecting target customers, and more contentment for them, so that prosperity of firm be provided. These conceptions comprise hyper-segmentation (micro - marketing), mass customization and finer segmentation; Approaches also start from multidimensional segmentation, continue by latent class models fuzzy and overlapping clustering and cluster analysis, and finish by market segmentation using artificial neural networks. Many researches point out that organizational commitment has remained a topic of interest ever since it was introduced in the early 1950s to the field of organizational behavior, because they believe that properly managed, organizational commitment can lead to beneficial consequences such as organizational effectiveness, improved performance, reduced turnover and reduced absenteeism (Meyer & Allen, 1997; Baruch, 1998; nowadays, 1998; Buck & Watson, 2002; Dixon, 2002). The present study devotes to investigate the effect of human resources management policies as three subsystems: staffing, appraisal and reward, employee relations to the rate of employee organizational commitment and diagnosing the weakness points of these policies. It is shown that there is significant relationship between HRM1 policies and rate of OC2, using the analysis of information which obtains from questionnaire, two dimensional Chi - square test, Gamma and Somers's d correlation coefficient. Also, using one dimensional Chi - square test, we diagnose the problematic HRM policies of the rate of employee organizational commitment.

Organizations are entering to the knowledge based economy which in science and intangible assets are known as the most important competitive advantage for them. The present research aims to investigate the effect of intellectual capital on entrepreneurial opportunity recognition at knowledge based firms in Yazd’s science and technology park of Eghbal. Our statistical population contains 75 managers of knowledge based firms in Yazd’s science and technology park of Eghbal. Due to the limited numbers of managers, the census method was applied for sampling. The two standard questionnaires (Moon & Kym, 2006 and Puhakka, 2010) were used for gathering data. Structural equation modeling with smart PLS 2 software was applied for analyzing data in two sections of measurement model and structural model. In measurement model section, technical features of the questionnaire in terms of reliability, convergent validity, and discriminant validity were investigated. Moreover, in structural model section, path coefficients were used for testing hypotheses. The results indicate the positive and significant effect of intellectual capital and its dimensions on entrepreneurial opportunity recognition at knowledge based firms in our sample. Besides, we conclude that intellectual capital is a potential source for knowledge based firms’ competitive advantages that consequently leads to the growth and development of these firms and getting a better situation of entrepreneurship in them.

Nowadays, the organizations have found that talents are resources which they must be management for the best results. This study examines the relationship between talent management and organization performance. This is application study in order to objective and descriptive-correlation in nature. The population of this study is Guilan Ports and Maritime organization in1390 and over 281 emplogees which collected by Morgan table and stratified random sampling method with 162 samples. For data collecting used by a questionnaire contended 41 questions composed of 26 questions for talent management processes and 15 ones for organizational performance. For analyzing the fitness of questionnaire and constructs of research, CFA method and goodness of fit indices were used. Strategic management contains three major stages, planning, implementation, and control, assessment. Implementation the strategies is the general stage of strategic management. setting up a strategy which never gone to be Implemented, is a waste. So the next step after setting the strategy is implementation, to transform long strategies to short activities and optimal targets. The implementation stage is the most difficult stages, since the ideas and strategic approach should transform to the practice. Many strategy plans just documented in organizations but there is no implementation, because manager dose not focuses to the implementation as well as setting the strategy. This paper emphases and focused to the specifications which can act as the variable to simplify implementation of strategies. In the other word the target of this study is to identify and determine suitable conditions in organizations to implement a strategy. In this paper two manufacturing companies (a public stock and a private stock) and a servicing company (private stock) is studied deeply and interviewed with more than 23 manager, advisor and, strategy planer across the companies. These companies had the documented strategy plan and implemented that strategy. Then by utilizing the fundamental Theory research methodology, the interviews texts were coded and various concepts and categories exported. These categories again approved by the interviewers and finally delivered a model base on the paradigm model framework. The constitutive factors of this model have shown how the strategic plans can implemented in a rational view. Actually this model has shown the transformation stage of strategy plan to the practice. In the other word the model determines the suitable conditions for implementation of the strategy. Using this model can fill the gap between setting a strategy and to put it in practice and make it implementable.

Power balance and control is considered as one of the most fundamental issues in the governance literature in which, position of the public as main owners of power is of paramount importance; however, it seems it is losing its importance more and more these days with the growing power of governments. In the governance systems, power is checked and balanced in two ways: the first way is through interactions among triple powers, and the second is through the centrality of civil society as a link between administration and thepublic. In the present study focusing on the second approach, “checks and balances pyramid” is designed by three constituents including administration, civil society and the public. To clarify the issue and torecognize its triple constituents, 67 key indicators were initially obtained by Delphi technique and then they were judged by the connoisseurs and elites of political science, sociology, law, economy and public management. Finally, the requirements for establishing power balance and control system were studied.

Negotiating is the process of communicating back and forth for the purpose of reaching a joint agreement about differing needs or ideas. For successful negotiations, both parties should come to the negotiating table with having done some serious thinking about the barriers to and complexities of cross- cultural communications. There are four phases in negotiations: relationship building, information exchange, persuasion, and agreement. Beneath cultural differences in negotiation norms, are differences in underlying values and philosophies about the negotiation process. Among different strategies of negotiations: win-win, win-lose, and lose-lose, the first strategy is the best because it will help both sides to get benefit out of negotiation process.
