Performance evaluation for each organization is necessary to plan and control. Banks are part of public service and their performance influences peoples life quality, and their performance evaluation is mostly done with DEA models. As other organizations banks include a two-staged network structure. The traditional DEA models are inefficient for evaluation because of not paying attention to internal structure and black-box perspective and can't determine the source of inefficiency well, so in this research first an oriented NDEA model and then a non-oriented model based on Russell idea were developed. In next stage, the presented non-oriented model was used in an applied and experimented study for performance evaluation of 30 banks two-staged structure including deposit-collecting stage and profit-making stage. Also, the risk of banks activities was considered with regard to delayed payments as undesirable output. The result of stages and network efficiency show the research model gives a better evaluation of banks performance. The presented models can be developed to other structures and applications.

Project’s is considered a convenient space for learning, due to the temporary nature of the projects, this learning does not become institutionalized in project-based organizations (PBOs). Certain models have already been presented in the area of operational organizations in order to form the concept of a learning organization (LO), but these models cannot be used to integrate the learning concept into this type of organizations. By literature review of learning in project-based organization and by identifying 4 subjects of this field a primary model for PBLO is developed. This study examines the efficiency of a primary model of PBLO by conducting a qualitative research on two PBOs in the oil and gas industries. It then revises the model accordingly to present the final model. The data was collected from interviews with 20 individuals in the PBOs. A total of 615 statements made by interviewees were coded and summarized as concepts of the model. Since the qualitative approach to LOs has been neglected and no study has addressed the issue of PBLOs, this research presents an innovative study.

The population of this study was the staffs and managers of bank branches in Ilam city. By applying purposeful model of sampling, 40 person were selected from total population. Semi-structured interview and profound interview were used to collect data from the participants. For assessing the quality of the data, different methods were used, such as participatory research, triangulation, and the review process. Qualitative approaches were used for analyzing the data. The findings of this study showed that misbehavior of staffs in the proposed pattern have the following dimensions: Time theft, ethical issues, discrimination, and work issues. The causes of this pattern are factors, such as customer behavior, individual factors, internal organization, and outsourcing factors. In addition, the environmental factors of this pattern are demographic factors, socio-cultural conditions, and the bank's requirements. This study suggested some strategies for reducing misbehaviors in banks, including: Health factors, redesigning, motivation, empowerment, and human resources management. According to this pattern, the costs of the misbehaviors of staffs have to do with the cost to the organization, the perpetrator, colleagues, customers, and ultimately the entire community.

This Research adopts a new approach to civil rights and government services, with the aim of providing a model of community-based human capital management in the public sector. This is an applied research that has been done with an exploratory strategy and a qualitative method. In order to collect information, we use references and articles related to the topic and semi-structured interviews with managers and experts in the field of human resources and for data Analysis, thematic analysis method was used. The suggested model has five dimensions: prerequisites, barriers and facilitators, content and consequences. Interpretation of research findings showed that the lack of a basic strategic orientation and incorrect common beliefs between individuals are one of the important barriers to community-based and the most important way to remove these barriers is "supporting managers" and " Identify and reinforce common true beliefs". Redefining shared values through dialogue and participation and “coordination between government organizations" will further facilitate community-based accountability to increase the responsibility of individuals and citizens

In today’s society, important human interactions takes place through information technology, and this requires a reconstruction of leadership concept. The purpose of this study is to provide a model for virtual leadership. This study is fundamental in terms of purpose and descriptive in terms of data collection. In order to conduct this research, the multi-grounded theory method has been used, which is a combination of grounded theory and meta-synthesis. Based on set criteria, 32 researches were selected and the relevant codes were identified. In addition, 15 academic scholars in the field of leadership and communication were interviewed. These scholars were selected by theoretical sampling method and data analyzed in the form of grounded theory. As a result, the following concepts and categories were extracted: emotional intelligence, cultural intelligence, continuous learning, resilience, electronic charisma, empathy and originality (personal traits); Adaptability, openness to experience, risk-taking, social and criticism (personality traits); Digital writing skills, digital literacy, audience recognition, persuasion, personal branding and social networking (communication skills); and Electronic trust building, change management, remote penetration, cognitive ,empowerment and interpersonal skills were identified as behavioral skills. The findings of this study can help guide people in cyberspace who interact with their followers through electronic media.IntroductionThe new virtual environment and communications due to technologies bring new meaning to leadership. Revising some aspects of leadership in a virtual environment is necessary. In this context, virtual leadership is a new kind where leaders mediate human interaction through information and communication technology (Freeman,2017:1-2). Similar to leadership in face-to-face contexts, virtual leadership can be transmitted via traits, behaviors, cognitions, and affect. Each of these mechanisms provides unique ways for leadership influence to be transmitted and received by others and offers implications for virtual leadership theory. Keep in mind that virtual leadership is part of the broader domain of science and practice of leadership, which must be examined coherently (Torre & sarti,2020:5).It should be noted that research on virtual leadership is at an early stage. Regarding Reichers and Scheider’s three-stage concept development model, which includes introduction/elaboration, evaluation/augmentation, and consolidation/accommodation, the study of virtual leadership is at the introduction/elaboration stage. In addition, the concept of virtual leadership often examines the dominant concepts in leadership by focusing on the existing theories of leadership. Although leadership goals have not changed, virtual leaders pursue the achievement of goals through people and in a virtual environment, which in turn has changed the traditional leader-follower relationship. Considering the above explanations and existing research gaps, we intend to investigate the characteristics and skills of virtual leaders.Materials and MethodsAlmost half of the research conducted in this field is based on the content analysis of articles, and the existing literature in the field of virtual leadership that specifically introduces virtual leadership through empirical studies is relatively rare. In this article, by using the method of multi-grounded theory and using the opinions of experts, the characteristics and skills of virtual leadership have been investigated. For this purpose, articles, books, reliable foreign and domestic websites were reviewed. Finally, 175 researches and texts related to the topic were identified. In the second step, documents were qualitatively reviewed. After considering the filters, 32 studies were finally selected to enter the meta synthesis stage. The retrieved articles were evaluated in terms of content quality. The third step in meta synthesis is the analysis and integration of qualitative findings. In this step, the extracted codes have been converted into concepts, and concepts into categories. The basis of the classification of these codes is built on the similarity of different codes with each other. In the next step, extracted concepts and categories are included in the interview. At this stage, in order to collect data, interviews were conducted with academic experts and researchers in the field of leadership and communication, especially in the virtual field, who were selected by theoretical sampling method. After completing the first interview, the analysis process began and finally the virtual leadership pattern was designed.Discussion and ResultsA detailed review of the selected studies led to the extraction of 47 codes and the review of the interviewees' opinions led to the identification of 67 codes. After combining the codes obtained from the meta synthesis stage and the grounded theory, different categories were linked to each other and to the central variable. Finally, based on the analysis, 4 main categories, 24 concepts and 73 signs were obtained. The following concepts and categories were extracted in the result: Emotional intelligence, cultural intelligence, continuous learning, resilience, electronic charisma, digital empathy and originality as categories related to personal traits; Adaptability, openness to experience, risk-taking, social and criticism as categories related to personality traits; Digital writing skills, digital literacy, audience recognition, persuasion, personal branding and social networking as categories related to communication skills; and Electronic trust building, electronic change management, remote penetration, cognitive, empowerment and interpersonal skills were identified as categories related to behavioral skills ConclusionsThe pervasive features of information and communication technology have penetrated more strongly in the relationship between leaders and followers in the recent decades.one of the questions raised is that when relationships are formed based on network interactions, how does leadership change? In this regard, leaders, researchers and management theorists have concentrated on the “How” and the “What” but have neglected the “Who”. On the other hand, the studies have focused on some general competencies of virtual leaders and so far a comprehensive classification of the traits and skills required for virtual leadership has not been provided. The main goal of this research is to identify the characteristics and skills of virtual leadership, and for this purpose, Multi-Grounded Theory have been used. The focus of this theory is related to its various sources of knowledge and information. This type of information is both for the creation of the theory and a guarantee for its validity. The research results show that although there is still a belief in the importance of traditional leadership qualities, there is a recognition that amplification of various elements is needed as technology is integrated into the context.

At some points, organizations might have no choice but to attempt to adjust their staff and sack some. Obviously postponement or avoiding such layoffs in emergency times can be a serious threat to the whole well-being and survival of the business, but doing it the wrong way will also lead to bad consequences and costs. Hence the purpose of this study is to investigate the perception of justice in process of staff adjustment by remaining employees who survived it and its effects on their intention for quitting their jobs regarding their feeling of being guilty as a meditative variable. This paper is carried out by a descriptive-correlational method in which for collecting data questionnaires were used. To reach our purpose, using simple-random sampling method and Cochran's sample volume determination formula, 342 questionnaires were distributed among remaining staff in a company which produces vehicle parts and had done some layoffs recently. Collected data were analyzed by smart PLS software using Structural Equation Modeling (SEM). Results show that staff's opinions about justice in such adjustments have reverse relationship with their feeling of being guilty; in other words, the more these staff find company's layoffs unfair, more do they feel guilty' and as a result, their tendency & willingness to quit their jobs will increase.

The process of globalization has challenged corporate managers. Human resources managers must have special competencies in order to be able to benefit from human resources. Designing a model of competencies of HR managers in governmental organizations in the context of globalization is the purpose of this research. In order to design the template, the indexes were acquired through the Delphi method and an expert questionnaire from 21 professors and management experts. A review of the theories made to explain this point helps to understand the concepts related to the competencies of human resources managers and globalization situations in seven dimensions: intelligence competency, managerial competency, specialized competency, value creation of human resources competency, cultural competency, the social dimension of globalization and the cultural dimension of globalization. What distinguishes this research from other merit-related researches is the design of a contingency framework that links the types of managerial competencies to globalization. Findings of the study identified 39 components and 115 indicators related to these dimensions. Based on the results of the research, in the competencies of human resources managers, the most important factor is the IQ Competency, and cultural competency is the last priority.
