Organizational culture has a significant role in the fields of management and organizational behavior. Followed by new theories and researches in management, organizational culture has got increasing importance and consists one of major areas in management. Demographers, sociologists, psychologists, and even economists have paid especial attention to this new and important issue and have posed many theories and researches to identify its roles and significance. Organizational culture is considered as one of most effective factors of progress and development of the countries; as such many researchers believe that the success of Japan in industry andmanagement is the result of their strong focus on organizational culture. Organizational culture is a set of shared beliefs and values that influences the behavior and thoughts of members of organizations; and can be viewed as a start point for movement and dynamics or an obstacle for progress. Organizational culture is a foundation for change and transformation, and its acceptance from employees guarantees the survival and dynamics of the organization. surmounts any election, rules, and competencies, there would be no question at all. Hence, officials in charge do not take themselves accountable for rather than their superiors. Therefore, no place will be found for of public culture domain, especially in the form of public accountability. However, today "most of governments do exist in such conditions and govern in such infrastructure that must be accountable for increasing demands of conscious citizens, communities, interest groups, social movements, and other mass media" (Faghihi, 1380: 55). Power supervision and assurance of appropriate utilization of public resources; mostly remind negative and punishing aspects. On the other hand, accountability is considered as tools for continuous progress and improvement of services (Aucoin, 2000, 53). Therefore, considering the role of accountability of public sector officials for people and citizens in improvement of services, this seems to be a necessity and an effective factor of linking citizens and officials. In this article, by expressing of concepts, exigencies, theories, and effective factors on accountability of public sector organizations, especially Tehran Municipality, and analysis of data and inference of results, we try to respond to the question of whether accountability system has been designed in such a way to accomplish the satisfaction of citizens through delivery of urban services or not.

In this study, by using structural equations of modeling approach, attentions are paid to investigation of effect of pervasive quality management on innovation performance with inter-organizational learning mediator role. This thesis is practical in the aspect of goal and it is Survey – Solidarity in the data collection point of view. Statistical population of this study were managers, technical and nontechnical experts of supply chain of SAPCO company who are more than 220 people. Total quality management questionnaire of Moghimi and Ramezan (1390) and innovation performance of Jimmenez et. al. (2008) and inter-organizational learning of Erick T. J. Wang (2012) were spread over in statistical society that eventually number of 202 questioners were completed thoroughly. Fluency of questionnaire was confirmed by a group of professors. Then, in order to determination of validity of structure, CFA was utilized. Considering this fact that load factor of all items was more than 0.5, it can be shown that evaluation tools were fluent. Stability of questionnaire was also obtained by Cronbach,s alpha coefficient that this coefficient for pervasive quality questionnaire was 0.96, for innovation questioners was 0.89 and for inter-organizational learning questioners was 0.94 . In this survey, for conceptual evaluation model of survey, LIRES software was used which resulted in desired fitness of model. It means that total quality management has positive and negative impact on innovation performance with inter-organizational learning mediator role.

Control and investigation are considered as major managerial duties, so that, without this element, other functions such as planning, organizing, and directing would be incomplete, and there is no guarantee to effectively accomplish them. On the other hand, if systematic control and supervision are exercised, there won't be any problem to meet organization goals and objectives. But lack of control and accountability will not allow citizen participation in administrative activities, and this results in preventing organizations to have constructive and informative solutions and ideas that probably clients and/or citizens could make available to them. This research project was conducted in Nation's General Investigation organization from a statistical sample of 144 managers and super visor for the last two years. Applying statistical regression analysis, research finding indicate that considering control and investigation elements in organizations such as "organizational accountability", "legal accountability", "professional accountability" and "political accountability" have significantly and effectively affect and improve organization performance and goal achievement.

In developing a successful Information Technology (IT) development project today, good IT personnel are crucial. However, just achieving and maintaining their skills is not sufficient; they must contribute to the project in a meaningful fashion, including their supportive activity: organizational citizenship behavior (OCB). However, IT personnel have different motivational factors, informal behavior patterns, and exhibit OCBs different from those in other fields. In addition, projects present a different face than operations in an organization and alter the context of OCBs. This combination leads to a unique setting where the perceptions of equity by IS employees in project teams are unlikely to follow patterns established for functional operations. To determine if perceived equity can lead to desirable attitudes and behavior in this novel setting, we surveyed IS team members of development projects. Data from 141 respondents in projects teams indicated that equity, as measured by perceptions of justice, add to job commitment, which serves as a mediator between the justice and OCBs. Therefore, project leaders must strive to raise people's understanding of equality in the distribution of rewards and behaviors.

Faced with the heavy burden of dealing with a large number of items, companies must classify the items in inventory and develop effective inventory control policies for these classes. Inventory classification using ABC analysis is one of the most widely employed techniques in organizations. The purpose of ABC classification is highlights the need for further study on effective factors in knowledge management processes. In the present age of ideas with the specification of uncertainty, knowledge management counts for an effective tool in the application of human capital and accountability to strategic uncertainties. In this direction, effective knowledge management initiatives need a culture that values sharing knowledge among individuals as well as the creation and application of it. On the other hand, much of the literature emphasizes the fundamental role of managers and leaders in shaping an appropriate culture that facilitates knowledge management processes. Hence, in this article, the value perspective (Denison and Quinn) and the behavioral perspective of organizational culture, and transformational, transactional and laissez- faire leadership styles also their role in developing four key knowledge management activities ( creation, storage, transfer and application) will be analyzed. As part of this analysis, a set of hypothesizes will be provided in order to explain the organizational culture fostering each of knowledge management processes also the compatible leadership style for developing and shaping the underlying culture. Finally the article concludes by considering fruitful areas for further research.

Maintenance systems are important for maintaining machines in operational status, reducing the associated costs, and for improving the quality of services and products. Productivity of a preventive maintenance (PM) program is evaluated based on several indices. Indices are monitored periodically to reflect corrective action in a PM program. Traditional approaches in monitoring indices are to compare them against available standards, or to implement run charts. Following disadvantages of these two approaches, this study proposes statistical quality control charts to monitor the indices. The proposed approach has been implemented in a domestic company. The observed results over a ten months period favorably compete against the traditional approaches.
