The purpose of this study is to design the model of organizational metamorphosis so that organizations could have a model for adaptation in the environment of frequent and drastic changes in the environment. Due to its nature, the environment of ICT industry has frequent and very drastic changes. In this regard, the conceptual literature related to the research topic has been reviewed and then after holding interviews with ICT industry experts who worked in field of strategy, the components affecting organizational metamorphosis were identified.16 semi-structured interviews were conducted and the model has reached theoretical saturation. Using the accompanying researcher method and also examining the internal agreement index conducted by two experts and obtaining 72% and 76% internal agreement points, the organizational metamorphosis model was drafted. In turbulent environments with rapid and drastic changes, organizations need a model beyond strategic planning and must change their internal structures or even return to their previous configurations.

In this study 29 governmental organizations were surveyed. The level of Strategic Thinking and OCC in each organization was evaluated and the relationship between these two concepts was investigated by correlation test. In this research Liedtka’s model of Strategic Thinking and Judge’s model of Organizational Capacity for Change have been used. The results showed that organizations with higher level of Strategic Thinking have greater Capacity for Change. Furthermore, it was determined that there are positive and meaningful correlations between each element of Strategic Thinking (systems perspective, intent-focused, intelligent opportunism, thinking in time and hypothesis-driven) and OCC. The statistical analyses also demonstrate that there are positive and meaningful correlations between Strategic Thinking and both human capital and social infrastructure attributes of OCC.

There are many models for strategic planning but no model for (S.J.S.D) classic model has three inputs mission, internal and external factors. This article is developing a model for (S.J.S.D). An expert group with specialty in industrial development in their state are selected. Mission, internal and external [actors are defined by "Delphi Technique" each factor will be measured monthly by special team and they report it to the strategy expert group. Based on the new information the new strategy will be defined for state. In classic model the external factors are not controllable but in this model all three actors can he developed. This research is, thus, meant or finding out the relationship between the firms export strategies and their performances. It is believed that should some research establish positive relationship between the two, whatever the government encouragement policies, they, in themselves, encourage the firms to get involved in exports. Having used quite a few statistical tests to examine several relevant hypotheses on a sample of 400 exporters, who had been in this business by persisting on a particular strategy for five years and achieving 10,000 worth of exports, a strong positive relationship could be established between the firms exports strategies and their performances. This research also indicated that it is tenable to use strategic management models to account fur the falling exports of this country between 1973 (1994) and 1377 (1997).
